The National Centre for Disease Control (NCDC) in Libya, in collaboration with the Eastern Mediterranean Public Health Network (EMPHNET) and the Africa CDC Mental Health Leadership Initiative, is officially opening nominations for the Intermediate FETP – Mental Health (Cohort 2026–2027).
This vital 12-month program is designed to develop a highly skilled cadre of practitioners and leaders capable of integrating mental health into Libya's public health surveillance, emergency preparedness, response, and recovery systems.
The NCDC FETP Directorate is actively seeking dedicated candidates from across all Libyan municipalities (East, West, and South) to fill specific national allocations for Residents (Participants) and Program Mentors.
Program Structure & Competencies
This is a 12-month, competency-based, in-service program. The training model follows the global FETP standard of approximately 75% applied fieldwork within Libya.
- Six (6) self-paced online modules.
- Two (2) live online workshops.
- Three (3) in-person regional workshops (Hosted in Egypt).
- Four (4) mentored fieldwork phases in the home governorate covering mental health surveillance assessment, needs assessment, system gap analysis, and policy communication.
Upon graduation, residents will be highly skilled in mental health surveillance, emergency MHPSS needs assessments, applied epidemiologic methods, data analytics, and public health policy communication.
1. Eligibility Criteria for RESIDENTS (Participants)
Applicants for the Resident role must be mid-career professionals demonstrating operational capability and leadership potential.
- Education: A university degree in public health, epidemiology, medicine, psychology, psychiatry, mental health, or a closely related discipline.
- Experience: At least three (3) years of relevant professional experience in public health surveillance, emergency preparedness, or mental health/MHPSS services.
- Affiliation: Currently employed by the NCDC, Ministry of Health, major psychiatric hospitals, or an equivalent public-sector institution in Libya.
- Commitment: Must provide a formal institutional approval letter confirming nomination and protected time for participation.
2. Eligibility Criteria for MENTORS
Mentorship is the cornerstone of the learning-by-doing FETP model. Mentors will provide continuous technical guidance and review deliverables.
- Education: Minimum of a Master’s Degree in a relevant field. Postgraduate applied epidemiology training (Advanced/Intermediate FETP graduate) is highly advantageous.
- Experience: At least seven (7) years of professional experience in mental health, public health, surveillance, or outbreak response.
- Supervisory Experience: A minimum of three (3) years of documented experience mentoring, supervising, or teaching trainees.
- Language: Strong professional communication and report-review skills in English.
